Law enforcement announced Paul Nelson Locklear, 53, of Pembroke—a retired Robeson County principal and a now-former teacher in the Darlington County School District—was arrested in Columbus County, NC, on child sex charges. 

Robeson County law enforcement, led by the Robeson County Sheriff’s Office, is overseeing the case. He was booked at the Robeson County Detention Center on a $2,000,000 bond.

According to those announcements and local reporting, the charging matrix includes:

  • one count of sexual activity by a substitute parent
  • one count of attempted sexual activity by a substitute parent
  • three counts of indecent liberties with a minor
  • one count of a child-abuse sexual act
  • nine counts of crimes against nature
  • four counts of misdemeanor sexual battery

Authorities say the juvenile division opened the matter after a report from a youth in foster care and later identified additional potential victims, with allegations dating to 2022. District officials have stated the educator is no longer employed and that the district will cooperate fully with investigators.
